Regarding the dust that resulted from coaling ship, would there be any way at all the effect could be mitigated? Would ventilation throughout the vessel be stopped and doors all be closed in accommodation? I imagine it would be a nightmare if dust got into places like the á la carte restaurant or dining saloon. Would humid air reduce dust propagation?

From what I'm reading on the coal bunker threads, it sounds like they did indeed clean the ship every time they coalled up.

What a nightmare job it must have been. For few spaces it might not have been too bad, but if coal dust found its way into say, first class dining areas or cabins, that would be an awful job.
