Railing question

HI! I'm writing a book set in the Titanic and I have a very specific question.

There was a part on First Class Boat Deck where there was a gap between the lifeboats, but English is not my first language and I can't seem to find the name for this part of the deck. Is this also called a railing? An observation point? It doesn't have railings per say, and I would like to know how they're called like.

It is called a bulwark taffrail, Df. Nice picture of Emergency cutter No.2 deployed and ready for use.
