Functional davit model

Does anybody know how I could make two functional, scale Welin Quadrant Davits that you could swing in and out by turning the handle or whatever it was called? What materials would i need? I've never done any model making before. Maybe there is one for purchase somewhere online?

I have always wanted to try out an see how the Welin davits looked up close and be able to swing them out, lower the lifeboats....

I want this model (including the lifeboats) to be maybe 20 cm long.

Does any on know what I could make the Davit arm out of. I already know how I will make the base, but not the teeth and Davit arms.
