I always love to tell people unknown information. However, keep in mind it isn't the same drawing office that may sparks to mind. The engine works of Harland and Wolff had it's own drawing room:

Yes this man could be Purser McElroy. The actor appears also in the first class dinner scene and in the scene at boat A where Cal saved the little girl to get into the boat. This also fits considering that James Cameron originally intended a larger role McElroy at boat A in his screenplay. Chief Officer Wilde took over this role in the movie, while McElroy’s actor appeared only briefly in the background.

When I first saw this picture, I thought immediately of Hugh McElroy, but why would a purser check passengers for lice? And why don’t we see the actor in any other scene except the port scene in Southampton, when purser McElroy was an important figure on the ship and especially in first class? What do you guys think?

The actor does seem to resemble McElroy! nice thought but mostly likely not McElroy due to the placement of the character (the actor is seen checking for lice when McElroy would be greeting first class)
 
In the scene where Ismay and Captain Smith discuss the ship's speed and in the scene of the sunday service, a crew member who bears a close resemblance to the supposed Hugh McElroy appears in the background. Would you say that this is the same actor? I think it is possible that this man is also the actor of Hugh McElroy...

Based on his cuff's with the white silk stripe in the middle it is most likely indeed supposed to be purser McElroy.

Thomas Krom said exactly what I was gonna say lol! but I will add that if you look at the nose structure, it is the same actor as we were talking about.
