The report says that it was not clear how many people "if any" were in it t the time. But if it went missing while at sea - or under it - the operating crew must have been there at the very least?

The Oceangate Titanic 2023 expedition webpages are down.

Let's hope and pray that by 'missing' they mean someone accidentally dropped it in the ocean and it's drifing around somewhere empty.
 
The ship the submarine was on was likely bound for the Titanic, it's last given position was 9 hours ago 396 miles from the wreck.
That means it was under operational control and so there would have been crew on board. If it was headed for the site of the wreck, the possibilities are other people were also there. Could it be just a complete communication failure? Of course, it would have some sort of emergency beacon to help searchers, I imagine.
 
To my pain and regret it has been confirmed officially that there were people on-board:
OceanGate Expeditions, a private company that organises deep sea expeditions, confirmed in a statement that it owned the missing submersible and people were on board."We are exploring and mobilising all options to bring the crew back safely," it said on Monday. "Our entire focus is on the crewmembers in the submersible and their families.
 
This is very worrisome. Many of us have friends on this expedition. One of my friends was supposed to be a part of it and on this dive, but he had to cancel at the last minute. P.H. Nargeolet who is another friend is a part of the expedition, but it is unclear if he is aboard the submersible.

I am hoping and praying for the safe return of the sub and it's occupants.

wait there are now tourist subs that take people to Titanic's wreck?? this is the first I've heard of it.
Yes Oceangate Inc has been conducting tourist dives to the wrecksite, since 2019.

I believe there are. This particular one was called Titan and cost $250,000 a head per trip, according to the BBC. It can hold a maximum of 5 people and has enough breathable air for up to 4 days.

They said that the crew were definitely on board but made no mention of passengers.

I am proud to finally announce that I joined OceanGate Expeditions for their RMS TITANIC Mission as a mission specialist on the sub going down to the Titanic.

Due to the worst winter in Newfoundland in 40 years, this mission is likely to be the first and only manned mission to the Titanic in 2023. A weather window has just opened up and we are going to attempt a dive tomorrow. We started steaming from St. Johns, Newfoundland, Canada yesterday and are planning to start dive operations around 4am tomorrow morning. Until then we have a lot of preparations and briefings to do.

The team on the sub has a couple of legendary explorers, some of which have done over 30 dives to the RMS Titanic since the 1980s including PH Nargeolet.

More expedition updates to follow IF the weather holds!
 
Some very worrying news indeed, oceangate have been at the front of anything titanic for something like 4 years now, for something like this to happen, especially in the modern day with telemetry and all sorts and possibly passengers on board is some pure pure bad luck and i hope for the sub to be safely recovered, i might try and find a WebSDR later in NA or Canada covering the SAR frequencies, but i think we should avoid speculation, it goes without saying that as much as i love boats and ships, i hate submersibles and it's for this reason, when i learned about kursk it sent chills down my spine, and again when i read this news, the crew must have some guts, but civillians? that's another thing entirely, i would happily sail through storms and icefields and all sorts, i would never go near a sub, i get claustrophobic in lifts as it is, i really hope it's just a comms failure and that the sub itself is ok.
